[ARCHIVED] Emergency rental assistance available through Washington County

Renters in Washington County who have experienced COVID-19 related income loss may apply for help to pay for current and past due rent and utilities; including gas, electric and water through the federal CARES Act. More information, including the application, is available on the Washington County website!

The deadline to apply for these funds is Friday, November 13.

How to Apply

Residents can apply online, by phone, or with a paper application. The deadline to apply is Friday, November 13. Residents can: 

  • Apply online here; or
  • Apply by phone by calling 651-430-6570; or
  • Complete a written WCCS-70000-100 CARES Act Assistance Application Form. Paper applications can be mailed or faxed to 651-430-6515

 *A combined Application Form (CAF-5223) or ApplyMN application for Emergency Assistance can also be used to apply for CARES Act funding for rent and utilities. This is a great option for people who also need to request help from other public assistance programs, such as cash or food aid.


Washington County residents are eligible for this program if they:  

  • Have past due rent, utility costs, or are experiencing homelessness;
  • Have been financially impacted by the COVID-19 public health emergency; and
  • Currently earn less than 80 percent of the area median income.

Homeowners Assistance

A separate program providing assistance to homeowners is being administered by the Washington County Community Development Agency (CDA). Homeowners in Washington County who have experienced a reduction in income due to the COVID-19 pandemic may apply for one-time grants of up to $10,000 to help make housing payments.
